More minor bug fixes in drive timing

Added VERY basic sound capability
The sound in windows is so slow that you must go directly to the
sound card for sound.  Because of this, if windows accesses the
card while the program is running, sound will die.  If this happens
(you set the vol or something) simply select the sound option off
and back on.  This should give you sound back.  If your sound card
is not at 0x220, modify the value for the port as necessary.
If you wish to keep your ini files add the following lines to the
end of each ini file otherwise delete the files and let the program
rebuild them.
