Lethal Enforcers (Konami [6309 hardware], 92)

Why it's not emulated (R. Belmont)
It uses a 6309. Which is a great deal more obscure (than a 6809).
I've got it booting with no video, it uses the video chips in a
completely different way from all the other Konami games
(specifically since it's an 8-bit-bus CPU and the chips all
are intended for use with a MC68000 the memory mapping and
bankswitching are *very* strange).
Also, System16's "xxx hardware" explanations are meaningless
for Konami games. Sixtoe himself explains this on the
site - no 2 "Xexex hardware" games run on the same board,
they just have similar video chips.
