Util (util0001): Added ScrubFormat workaround.
After receiving some complaints that some CaitSith2 rips were no longer working in v1.09, I discovered that he was using invalid text section sizes. They worked before, but the util0001 library in H.E. v1.09 was actually detecting the problem and electing not to play.
