[Console] Gens32 v2.29 WIP

Un projet basé sur Gens v2.12a et Gens+ v0.0.3.39. Il ajoute de nouvelles fonctionnalités. En voici les nouveautés:

1) Less system resource needed.maybe slowdown/speedup in some PC,if this hanpped,just turn on the »Full Speed » option.
2) »Edit Config » option back again.
3)Bug of Set display mode was Fixed.Without test,becaouse no Win98.
4)Some change in Sound system, »Power Instinct(J)[!] » worked more correct now.
5)bug of « freely update » was fixed.
6) Find more yourself…
